This thesis examines the institutional and normative role of digital technologies in shaping a modern legal system. The study aims to identify how digitalization transforms law-making, law enforcement, and procedural guarantees. The methodology relies on systemic legal analysis and comparative legal methods. The scientific novelty lies in proposing conceptual criteria for digital legal governance and a model for assessing legal risks associated with digital transformation.
