Abstract

This article analyzes the strategic importance of the family environment and the "Mahalla" institution in preventing juvenile delinquency. The author proposes a shift from the traditional system of punishment and surveillance to the "Social Capital" concept, which involves digital incentives to guide youth toward lawful behavior.
