Abstract

The architecture of contemporary public administration increasingly relies on civil society institutions not merely as secondary observers, but as strategic partners driving social progress and political stability. This article conducts a rigorous comparative-political and empirical analysis of the functional efficiency of social partnership mechanisms between the state and non-governmental organizations (NGOs) within the transitional environment of Uzbekistan.
